Any firm carrying out the activity defined in a Gazette Notice is required to provide financial, production and emissions data to the Minister for Climate Change Issues. This data is necessary to determine whether these activities will qualify for an allocation of New Zealand Units (NZUs). Firms who do not supply data may not be eligible to receive units.

The Minister for Climate Change Issues places calls for data in the New Zealand Gazette for activities that may be eligible for industrial allocation.
Each Gazette Notice relates to a specific activity (as defined in that Notice). It defines the activity outputs, product and the included and excluded emissions. Together these define the boundaries of the activity.
