What you need to know to apply for Industrial Allocation
How to apply
Applications for provisional and final allocations of NZUs are closed until 1 January 2013. Please return next year with your production details for the current year to make an application.
The Application Process
The diagram below shows how NZUs are allocated to those carrying out eligible industrial activities.

- Set up your Emission Unit Register (EUR) holding account. You’ll need your EUR account number to complete the application form. However, you don’t need to wait for your account to be opened.
- Apply for industrial allocation by completing the online application form by the deadline.
- Receive a summary of your application (by email or post).
- Check all information on the application summary carefully. If you disagree with any calculations or details, correct them and initial each change, then sign and return the summary to the Ministry.
- Sign the summary to confirm it’s correct, and send it back to the Environmental Protection Authority (EPA) with proof of identity. The signed summary and proof of identity assist in deciding if you’re eligible. Without these, we may not be able to confirm eligibility (and if we can’t confirm eligibility, we can’t transfer NZUs).
- At the EPA, the Chief Executive (or their delegate) decides:
- whether you are eligible to receive industrial allocation, and if so
- the number of NZUs you’ll be allocated.
- If you’re to receive NZUs, they’ll be transferred to your EUR holding account
- You’ll be notified of the decision (and transfer if appropriate). We estimate this will be 2 to 4 weeks (but may take longer) after we receive your signed application summary.
- Final/adjusted allocation decisions are published in the New Zealand Gazette and online. Final/adjusted allocation decisions must be published unless you can demonstrate this would cause ‘unreasonable commercial prejudice’.
