Under the Climate Change Response Act 2002, a total of 700,000 emission units are set aside for a one-off allocation to eligible fishing quota owners. Eligible quota owners are those who were on the fishing quota register on 24 September 2009. Units were allocated based on the size of the fishing quota held on this date.
Although 723 quota owners have been allocated units, the twenty largest quota owners received a significant portion (85%) of the 700,000 units.
