- The group brings together people with identified skills, experience and specific expertise in the field of research and technology transfer.
Its purpose is to provide expert advice to:
- The Peak Group on the research and technology transfer elements needed to support the Plan of Action;
- Advise the Peak Group on co-funding opportunities with the sectors;
- Advise the Peak Group on potential linkages with other work within the sectors;
- Identify cross-sector issues and opportunities including links with other research.
To Develop a Strategic Research Framework:
- Assist in engagement with the agriculture and forestry sectors, local government and Māori on elements required in the strategic research framework;
- Refine the strategic research framework to underpin the Plan of Action and identify priorities for the agriculture and forestry adaptation and mitigation research by 10 March 2008.
To Develop a Technology Transfer Implementation Programme:
- Assist in engagement with the agriculture and forestry sectors, Māori and local government on elements required in the technology transfer implementation programme to underpin the Plan of Action;
- Develop the technology transfer implementation programme by 1 May 2008;
- Develop objectives/targets for the strategic research framework and the technology transfer implementation programme;
- Develop criteria for the assessment and evaluation of bids submitted for new research and technology transfer work;
- Provide ongoing advice as required on implementation of the strategic research framework and the technology transfer implementation programme;
- Provide ongoing evaluation and review of the strategic research framework and the technology transfer implementation programme as required.
Business Opportunities Working Group (BOTWG)

- The group is made up of people with knowledge and expertise in land-based business or technical business skills and expertise
Its purpose is to provide expert advice to:
- Inform the Peak Group on potential initiatives to be included in the Business Opportunities Work Programme.
- Advise the Peak Group on barriers and enablers that impact on the primary sector capitalising on climate change opportunities.
- Advise the Research, Innovation and Technology Transfer and Adaptation Technical Working Groups on emerging priorities and opportunities to leverage research.
Develop a five year work programme:
- Provide a clear vision on how to position the primary sector to secure business opportunities from climate change supported by a strategy for a Business Opportunities Work Programme.
- Engage with primary sector representatives to identify potential initiatives to be included in a five year programme for the Government-Primary Sector Partnership informed by strategic analysis of emerging opportunities.
- Identify immediate areas of priority for inclusion in the work plan for 08/09.
Identify opportunities for co-investment and/or co-funding between Government and the primary sector.
Demonstrate sector leadership:
- Demonstrate leadership, and encourage a business environment where the primary sectors are proactive and responsive to commercial opportunities arising from climate change.
- Raise awareness of emerging opportunities and risks.
Identify initiatives to establish networks or linkages with industries to assist in the engagement of industry, and provide a mechanism to secure industry commitment and resources where appropriate. - Develop a joint Business Opportunities Work Programme by 10th March 2008

- People with experience in agriculture, forestry, horticulture, local government or Māori, selected for their knowledge and expertise in identifying ways though which the risks to the agriculture and horticulture sectors can be reduced and opportunities captured. Membership may change over time to ensure an appropriate skill base to achieve the key roles.
- Develop a five-year Adaptation Programme:
- Develop a five-year Adaptation Programme that will reduce the vulnerability of farmers, foresters and their communities to a changing climate and increase their ability to capture any opportunities by June 2008.
- Assist in engagement with the agriculture and forestry sectors, local government and Māori to identify activities to be included in the Programme.
- Develop goals/targets and objectives for the Programme.
- Identify priority actions for inclusion in the Programme.
- Assist in the implementation of the Programme, including advice on co-funding opportunities.
- Assist with developing adaptation plans, where appropriate, for vulnerable sectors and regions to support the Programme.
- Demonstrate sector leadership:

- Advise the Research, Innovation and Technology Transfer Technical Working Group on adaptation research priorities for the Strategic Research Framework.
- Advise the Research, Innovation and Technology Transfer Technical Working Group on adaptation technology transfer priorities for the Technology Transfer Programme.
- Advise the Business Opportunities Technical Working Group on adaptation opportunities for the Business Opportunities Programme.
- Provide advice to MAF regarding the evaluation and review of the Adaptation Programme.
