- The group is made up of representatives of forest owners, Māori, local government, farmers and industry professional advisers.
- It’s purposse is to review and advise on the ETS implementation including the registration and emissions returns processes, the scheme rules (as established in the regulations) and the carbon calculation and mapping methodologies.
- It also provides advice on likely scheme compliance costs and to recommend any measures that would reduce those costs.
- It will provide feedback using its networks on stakeholder concerns, attitudes and overall awareness of the scheme.

- The group is made up of representatives from the forestry and agricultural sectors, Māori and local government.
- Its purpose is to provide a ‘sounding board’ for the development and implementation of the Plan of Action (PoA) by:
Providing a forum for consultation with key stakeholders;
Providing advice to the technical working groups on how their partnership arrangements can be incorporated. - Provide strategic direction and leadership on the development and implementation of the PoA by:
- Developing and approving a set of long-term goals for the PoA for the approval of the Minister of Agriculture and Forestry and the Minister Responsible for Climate Change Issues;
- Approving the Terms of Reference for each of the working groups;
- Reviewing the reports and recommendations from the working groups;
- Contributing advice to and approving the communications and engagement programme for the PoA;
- Seeking partnership and contributions from sectors where appropriate in the form of staff time and/or financial contributions;
- Championing the PoA to help secure understanding and commitment from the sectors to take action on climate change;
- Advising of any potential linkages between the PoA and relevant programmes currently underway in the sectors and other Government programmes.
