NZ ETS Review Panel biographies

The Climate Change Response Act 2002 requires the Government to appoint an independent Panel to undertake the review. Members of the Panel were not appointed as advocates or representatives of a particular interest or sector group, but because of their expertise and ability to provide independent, strategic advice.


David Caygill (Chair)

Lawyer, Former Cabinet Minister, Chair of the Electricity Commission and currently Deputy Chair, Environment Canterbury Commissioners.

 

 


Julia Hoare

A chartered accountant at PricewaterhouseCoopers specialising in carbon markets, and an adviser to the special select committee on the NZ ETS.

 

 


Chris Karamea Insley

A company director with specialist knowledge of forestry and tikanga Maori, a Scion board member, with fishing interests and a sound understanding of the Treaty of Waitangi.

 

 


Tom Lambie

Chancellor of Lincoln University, dairy farmer and former President of Federated Farmers.

 

 

 

David Russell
Former Chief Executive of the Consumers Institute.

 

 

 


Geoff Thompson

A lawyer and consultant at Duncan Cotterill, with specialist knowledge of forestry aspects of the NZ ETS.

 

 

 

Dr John Wood
Pro-Chancellor of the University of Canterbury. A career diplomat and trade negotiator, formerly Ambassador to the United States, Pakistan, Turkey and Iran. Chief Crown Treaty Negotiator for Ngai Tuhoe and the Whanganui River. Farming interests in the Kaikoura District.
