Transport Fuels Technical Advisory Group (TF TAG) Progress report to 28 July 2008

Overview
- The TF TAG, established in January 2008, has been integrally involved in the development of policy (especially technical policy) for the Climate Change (Liquid Fossil Fuels) Regulations (the Regulations).
- The Regulations are still in the process of being finalised. As agreed in the last meeting of the TF TAG, the TF TAG will be asked to formally endorse the policy for the final or near final regulations electronically. It is expected that the regulations will be ready for publication and promulgation in August (initially scheduled for July). Actual date of promulgation will depend on when the Climate Change (Emissions Trading and Renewable Preference Bill is enacted.
- Apart from final policy endorsement, the group has completed the tasks outlined in its terms of reference. The TF TAG has not been disbanded as issues are expected to arise in the future that would be of interest to members and where consultation would benefit the policy development process. At present officials are in the process of adjusting the terms of reference for the group.
- The new terms of references will likely cover matters such as
- ad hoc meetings and ad hoc communications about ETS matters relevant to transport sector,
- formal work on matters such as unique emission factors,
- a review of the voluntary reporting process during 2009 and after reports due on 31 March 2010 (may cover appropriateness of point of data collection),
- preparation for mandatory reporting, and
- possible regulations for the shipping and fishing industries (this may involve the involvement of new members from the respective industries and the set-up of new sub-groups).
