Overview

  • The TF TAG is chaired by Andrew Campbell (Director, Fuel Technology) was established in January 2008 and last met on 4 April.  Its next meeting is scheduled for Friday 2 May.
  • Its main task is to provide advice to officials on the technical components of the Climate Change (Liquid Fossil Fuels) Regulations and the related commentary.
  • A technical expert has been commissioned to assist with the questions and issues to resolve in relation to the Climate Change (Liquid Fossil Fuels) Regulations.  A report from the technical expert was presented to the meeting held on 4 April. 
  • It is expected that, as a result of discussions at the TF TAG meetings both about issues raised by officials and members of the TAG, and the recommendations of the technical expert, a series of technical changes will be made to the draft regulations.  Items include how to account for biofuels, how to define a litre of fuel (i.e. at what air temperature and whether to have 3 types of fuel oils or just 2 in the obligation fuel list). 
  • AT the last meeting of the TF TAG members asked if the initial point of data collection could be reanalysed, with a view to considering if data collection for ETS obligations at the point of sale would be preferable to at the time of import/removal from a refinery.  Members will confer with finance and fuel supply staff of member organisations and report back to the chair and secretariat within 2 weeks of the last meeting.
  • Officials intend to present an updated and new final version of the Climate Change (Liquid Fossil Fuels) Regulations 2008 to the May meeting with a view being able to seek agreement from the TAG that they are technically and practically correct.
