Consultation on Industrial Allocation

CLOSED: Consultation on the development of industrial allocation regulations

Background

A consultation document was released in December 2009 that outlined the Government’s intended approach to implementing industrial allocation under the New Zealand Emissions Trading Scheme.

The consultation period closed on 12 February 2010.

Results of the consultation

The Government received 57 submissions in response to the consultation document. The following documents are available:

• A summary of submissions, Development of Industrial Allocation Regulations under the New Zealand Emissions Trading Scheme: Summary of Submissions (MfE website), which includes the Government’s response to issues raised by submitters.
• Summary analyses for individual activities, which:
  • outline key issues raised by submitters about individual activity definitions, and
  • set out how the activity definitions fit with the legislative requirements of the Climate Change Response Act 2002.
• Electronic copies of all submissions.

Consultation document

Also available is the consultation document, Development of Industrial Allocation Regulations under the New Zealand Emissions Trading Scheme: Consultation Document (MfE website). Please note that this document is for reference only as the consultation is now closed. This document:

• sought notification of instances where submitters were undertaking activities likely to be eligible for allocation
• included draft activity descriptions for review and comment, and proposed requirements for data to be submitted under Gazette notices to establish eligibility and allocative baselines.
