Terms of Reference: SEIP Implementation Technical Advisory Group

Membership

Members will be appointed by the Chief Executive of the Ministry for the Environment based on recommendations from the Emissions Trading Group.  These members will be selected to provide specific technical expertise on the data collection and reporting aspects of the SEIP regulations.

The SEIP Implementation Technical Advisory Group (TAG) will comprise nine to twelve representatives from the activities covered under the Stationary Energy and Industrial Processes regulations, with a Chair appointed by the Chief Executive of the Ministry for the Environment.

Membership shall include:

  • one member who is a large coal miner
  • one member who is a small coal miner
  • one member who is a gas miner
  • one member with expertise and knowledge of issues relevant to geothermal generators
  • one member with expertise and knowledge of issues relevant to generators of industrial heat or electricity from waste
  • two or more members with expertise and knowledge of issues relevant to major energy users
  • two members with expertise and knowledge of issues relevant to industrial processes emitters
  • other members as deemed appropriate by the Chief Executive of the Ministry for the Environment.

Role

The primary role of the TAG will be to:

  • provide guidance and advice to officials on measurement, monitoring and reporting and other business systems elements of the Stationary Energy and Industrial Processes regulations
  • help officials identify the best way to test reporting processes with those who will be required to use them
  • perform a general quality assurance role for forms and guidance materials developed.

Deliverables

The TAG does not have specific deliverables.  It will play a critical quality assurance role in developing forms and guidance materials to enable ETS participants to meet their obligations.

There are no reporting requirements for the TAG.

Meeting process

The TAG will meet a minimum of two times:

  • in May to provide advice to officials on the scope and substance of detailed discussions to be held in industry-specific workshops
  • in July or August to comment on the forms and guidance material developed in workshops

with supplementary meetings if deemed necessary by the Chair.

A quorum will be half plus one member.  Substitution of membership is allowable with the prior permission of the Chair. In the absence of the Chair, the Chair will appoint an acting Chairperson who will be a member of the TAG. Members will notify the secretariat within a reasonable time before the meeting if they are unable to attend.

The TAG will be disbanded before 1 January 2010.

Participation in good faith

The primary role of the TAG is providing independent guidance and technical advice.  Members are therefore expected to participate without prejudice to policy discussions under way in other forums.
