Closed consultation – draft regulations for the stationary energy and industrial processes sectors – documents for reference only

Updated draft regulations for the stationary energy and industrial processes sectors (PDF, 402 KB) involvement in the NZ ETS were released for consultation alongside draft regulations on unique emissions factors (PDF, 265 KB) and other removal activities (PDF, 28 KB) on 2 June 2009.

ETS Bulletin 10 (Ministry for the Environment website) provided an explanation of these draft regulations. Submissions closed on 13 July 2009.

Stationary Energy and Industrial Processes (SEIP) Draft Regulations – Sub-Sector Consultants' Reports

The following consultants' reports were commissioned by the Ministry for the Environment to assist in finalising the regulations for the SEIP sectors of the NZ ETS. The consultants considered the October 2008 draft regulations and the submissions received from potential participants, before making recommendations related to reporting emissions, including the use of default emissions factors and unique emissions factors where applicable.

The reports cover the following sub-sectors: coal (PDF, 469 KB), industrial processes (PDF, 2.74 MB), geothermal energy (PDF, 3.53 MB), waste combustion for electricity or industrial heat purposes (PDF, KB) and natural gas (PDF, 664 KB).

A first draft of the SEIP Regulations (PDF, 341 KB) were released in October 2008. ETS Bulletin 8 (Ministry for the Environment website) provided an explanation of these draft regulations and sought submissions on the proposals from interested people.  Submissions on this first draft of regulations closed on 15 December 2008.
